Karwar, on Karnataka's northern coastline near the Goa border, offers a quieter, less commercially developed alternative to the state's more visited beach towns, its combination of beaches, a naval base and nearby forested hills giving it a genuinely varied coastal character. Devbagh Beach and the nearby Kurumgad Island, reachable by boat, offer relatively undeveloped stretches of coastline appealing to visitors seeking a calmer coastal stop.
As headquarters of the Indian Navy's Project Seabird, Karwar has significant strategic importance, and while this limits some coastal access, the town's overall relaxed pace and proximity to both Gokarna and Goa make it a useful, quieter base for exploring this stretch of the western coastline.
Karwar's development as a major Indian Navy base, particularly through Project Seabird beginning in the 1980s, has shaped much of the town's modern infrastructure and given it strategic significance distinct from its more purely tourism-focused neighbours further south.
